This is an antique Japanese military sake cup, decorated with a picture of the Tomb of Unknown Soldiers (literally Tower for Honoring Loyalty) on Mount Baiyu in Port Arthur. The words on the cup are "Discharge Commemoration" (top) "Term Fulfillment Commemoration" (center around the tower) and "30th Infantry" on the left. The soldier's name Murakawa is under the tower. The exterior of the cup has a helmet shape with a plane as the base.
