This is an antique Japanese military sake cup, decorated with a pair of flags with some cherry blossoms and a kiri in the center. The words are "War Victory Commemoration". This is either for the Russo Japanese War or WW1. The cup is made of some kind of copper based alloy with a gilted surface.
