This is an antique Japanese military sake cup, decorated with a pair of flags and the words "Taiwan Conquest Commemoration". This refers to Japan's invasion of Taiwan after the Sino Japanese war - Taiwan was signed over as a Japanese territory but locals resisted, so the Japanese government sent in an army to "pacify" the place.
