This is an antique Japanese military cigarette case, decorated simply on the inside with the words "Destroyer Natsugumo Launch Commemoration" "Showa 12th Year May 14th" "Sasebo Naval Arsenal". The Natsugumo was a destroyer of the Asashio class, one of the last classes of destroyers built by the IJN before WW2. It was a reliable design and proved very capable. The Natsugumo saw service in Midway and then got sunk during Guadacanal.

Launch items for ships are very rare in general - since each ship only gets launched once. 

Condition: The item is well used -  the clasp doesn't work 100% reliably, sometimes requiring intervention to close. There's scruff marks around the item. Whoever received it used it a lot
