This is an antique Japanese naval test award. These awards were given to sailors in annual skills tests on ships. Originally they were cash prizes, but then they realized that giving cash to sailors wasn't a great idea. They switched to silver cups of various types for some years. Starting around 1935 or so they went to those iron kabutos, and after 1940 they converted yet again to these statues of Admiral Togo - no doubt because using so much iron for an award is wasteful when resources were rare.

This is just a statue of Admiral Togo with his binoculars and sword. On the bottom on the back are the words "Showa 16th Year Naval Test Award". Under the statue is a stamp for the maker, says "Made respectfully by Hattori".
