This is an antique Japanese commemorative dish, decorated with a three-legged crow, representing the Japanese god Yatagarasu, which came down from heaven to guide the first emperor Jimmu in uniting Japan. The bird is perched on top of a globe with the Japanese empire highlighted in orange, Manchukuo in brown, China in yellow, and Russia in green. Obviously the symbolism for Japanese imperial expansion is quite evident here. 

The words on the back are "Imperial Military Personnel Support Association Aichi Branch Commemoration" "Showa 11th Year (1936) June 7th", and the name of the maker Noritake. Noritake still exists today and is a premium ceramics maker.
