This is an antique Japanese military sake cup, decorated with a flag, an anchor, and some cherry blossoms, with the words "Navy Term Fulfillment Commemoration". The sailor's full name Ikeda Eisaku is on the back. The cup comes in original wooden box, and also has an advertisement flyer from the shop - these are fairly rare to find in good shape. The flyer says it's a shop in Yokosuka, specializing in commemorative cups. The back says it takes three days for an order to be produced - presumably to add names, etc. They do things like term fulfillment, return from long voyage, fleet review commemoration, etc
