This is an antique Japanese military sake cup, decorated with a crane, a pair of flags, and a naval insignia of anchor and cherry blossom. The words are "Congratulations to Mr. Yokoyama for term fulfillment". The sailor's name Komatsu is on the back. Yokoyama would've been the person receiving the cup, usually these are given by sailors to fellow sailors for finishing their term of service.
