This is an antique Japanese military sake cup, decorated with an insignia with an eagle and a six pointed star. The words are "Imperial Military Personnel Support Association Nagano Branch" "Imperial Bestowal Ceremony Entertainment Party". These were usually parties/celebrations held in honor of Japanese military personnel, sort of like how the American USO does entertainment for the troops.
