This is an antique Japanese military sake cup, decorated with an anchor and star, with the words "Congratulations on Victorious Return". The back of the cup has the words "Taisho 7/8th Years War Commemoration" and "Shimonoseki Veterans Association". Taisho 7/8th years are 1918-19, so this is probably in reference to the aftermath of WW1 when Japan got involved in Siberia fighting the Bolsheviks.
