This is an antique Japanese military sake cup, decorated with a pair of flags, one of which is the Union Jack. The words are "Germany Conquest Victorious Return Commemoration" "Heavy Field Artillery Soldier 3rd Regiment" and the soldier's name Nishimoto. This is in reference to Japan's involvement in WW1 fighting Germans in Shandong province - as Japan entered the war as the ally of UK, the Union Jack (missing blue) is there for a reason.
