This is an antique Japanese military sake cup, decorated with a ship's wheel, a torpedo, and a gun. There's also a crane on top, and the words "Navy Term Fulfillment Commemoration". The sailor's name Funemi is on the back. This would normally suggest the person was involved in armaments.
