This is an antique Japanese army sake cup, made with high purity silver and decorated with a nice detailed pair of flags and a kiri. The words carved onto the cup are "Russia Conquest Commemoration". On the back of the cup are the words "Goi town Shobukai". Shobukai is also stamped into the middle of the cup on the back. Shobukai was a right wing organization that promoted the expansion of the military and aggressive foreign policies. It was disbanded in 1945 but was re-formed after the occupation. The name literally means "Association for the Veneration of the Martial". The cup is made of high purity silver (no marks) and weighs 72g. The silver alone is worth about $50. The cup comes in an original wooden box.
