This is an antique Japanese military sake cup, decorated with a soldier holding his rifle, aiming to shoot at something. There is grass around him. The words are "War Victory Commemoration". On the back are the words "Ensuiko Prefecture". The cup is beautifully decorated, and cups for Taiwan are quite rare. Ensuiko was established in 1901 and was folded into another prefecture in 1909 (details here) - this would definitely have to be the Russo Japanese War.
