This is an antique Japanese military sake cup, decorated with four flags with a chrysanthemum on top being carried by a golden kite, the messenger from the Shinto gods. The words on the back are "Meiji 27/28th Years War Victory Commemoration" which refers to the 1895-6 war between Japan and China. The cup is made of metal with a gilt on the surface. It is quite large at 4".
