This is an antique Japanese sake cup, decorated with a pair of flowers and a building rooftop. The words are "Imperial Garden Touring Visit Commemoration" "Census Taker" and the name Nagasaki. This is probably a reward trip for those who took part in the national census - getting to see an imperial garden. The words on the side are "Showa 6th Year April 6th"
