This is a rare item commemorating the Nomonhan Incident - or battle of Khalkhin Gol. There's a medal for it, but items related to it are pretty rare since it wasn't a pretty battle for the Japanese. This is I think probably a paperweight - it's bigger than a normal cup and doens't have a flat back so it stands, but not very stably. The words embossed on the top of the helmet are "Nomonhan Incident Participation Commemoration". The inside has a gold wash surface. The box it comes with also has the words "Nomonhan Incident Participation Metal Helmet" written on it. The helmet is quite heavy.
