This is an antique Japanese military decorative dish, adorned with a picture of the Meiji emperor on horseback observing military exercises with a couple ADCs behind him. The words on the scroll are "Meiji 31st Year (1898) November" "Great War Games". 

Condition: Excellent - the colors are fairly roughly painted on
