This is an antique Japanese military sake cup, decorated with an anchor with a star in the center, all surrounded by a bigger cherry blossom. The words on the back of the cup is hard to read - it's a "Caring of those in service association" of some township/village - this would be one of those associations that gave rewards for those in public service, usually in the military. In other words, a sort of USO but on a much more local level. The words written on the box are "Gifted one wooden cup for reward of service in the military, Meiji 33rd Year February 20th". The bottom left is the soldier's name Kamo Zensaku.
