This is an antique Japanese military sake cup, decorated with a star in the center. The words on the back in the center are "Minister of the Army". The words around the rim are "Taisho 4th Year December Enthronement Ceremony Troop Review Participation Commemoration". This would've been a cup given to an officer who participated in the event - a great honor, no doubt, for those involved.
