This is an antique Japanese military sake cup, decorated with a pair of flags, one of which is the puppet state flag of the Provisional Government of the Republic of China for the period from around 1938-1940. There's also a telegraph pole, some cherry blossoms, and an insignia of the signal unit. The words are "Victorious Return Commemoration' "Signal Unit".
