This is an antique Japanese military sake cup, decorated with a pair of flags, one of which is the flag for Manchukuo. The words are "Congratulations - Toyama Unit". The words on top are "Imperial Age 2600th Year" which translates to 1940, and under the flags "Manchuria Construction Service Commemoration". This is for someone who volunteered (or got volunteered) to work in one of the manual labour construction units in Manchukuo to help with the Japanese colonial projects.
