This is an antique Japanese military sake cup, decorated with an anchor, a flag, and some cherry blossoms. The words are "Gift to Nishio-kun" "Navy Term Fulfillment Commemoration" and the gift giver's name Shirotsubaki. This is probably the same Nishio-kun as the sailor who worked on the destroyer Nara.
