This is an antique Japanese military sake cup, decorated with an anchor insignia of the navy, and the words "11th Recruitment Association." This is probably the association for the recruitment class of 11th year - not sure which reign. The words on the back are "Term Fulfillment Commemoration" and the name Kobayashi.
