This is an antique Japanese military sake cup, decorated with an anchor inside a wreath. The name Ise is on the front - not sure if this is the person's name or the ship (Ise is not a common surname at all). The words on the exterior are "Navy Term Fulfillment Commemoration".

Condition: Mint. There's a dip in the rim at 1 o'clock that looks like a chip, but it's smooth to the touch.
