This is an antique Japanese military sake cup, decorated with an anchor, flag, and cherry blossom. The words are "Congratulations" "Navy Term Fulfillment" and "Mr. Sakagami". The words on the back are "Warship Kashima 6th Division" "Members of the Hokuetsu comrades association." Hokuetsu is the region around the center-north part of Honshu - Ishikawa and Toyama, etc. This would be a regional thing for members of the ship's crew who came from one region. The Kashima here is almost certainly the first ship of the name, which was a battleship ordered right before the Russo Japanese war and was the last capital ship built by a British shipyard.
