This is an antique Japanese military sake cup, decorated with a flag, a collar tab with the words "Martial Bravery" on it, and a cherry blossom. The words are "Discharge Commemoration" "33rd Infantry". The exterior of the cup is in the shape of a helmet with three shells as the base, and the words "Loyalty and Bravery" embossed on the sides.
