This is an antique Japanese military sake cup, decorated with a pair of phoenix and the insignia for the city of Tokyo in the center. The words are "Congratulatory Celebration". This sort of theme is usually for the enthronement ceremony of an emperor - it's not clear if this is for the Taisho or Showa emperor.
