This is an antique Japanese dish, decorated with a chrysanthemum crest of the 16 leaves variety - this is the crest of the imperial household and its use is restricted. There are no words on this dish. Given the crest, it was either a government-use item, or more likely a government gift for some reason or another. There's a maker's mark in the bottom center.
