This is an antique Japanese lacquer sake cup, decorated with a 16 leaf imperial chrysanthemum. This is the symbol of the imperial household and is restricted in use - you can't just randomly put this on items. This cup is almost certainly a government gift for someone who had done something worthy of an award.
