This is an antique Japanese military sake cup, decorated with a pair of flags and an insignia of the Imperial Guards. The words are "Term Fulfillment Commemoration". The back of the cup has the words "Imperial Guards Signal Unit" and the soldier's full name Konishi Bunji. The name of the kiln Kutani is in the base.
