This is an antique Japanese military sake cup, decorated with a flag, a cherry blossom with the words "Righteously and Bravely Serving the Public" inside the cherry blossom and "Victorious Return Commemoration" "18th Infantry". The cup's exterior is a helmet with five cherry blossom petals as the base and the words "Patriotism" embossed on the side.
