This is an antique Japanese military sake cup, decorated with a pair of flags and the map of NE China. The words on the cup are "Manchuria Garrison Victorious Return Commemoration". The places on the map include Mukden, Changchun, Port Arthur, Harbin, Qiqihar, Pyongyang, and many other smaller towns along the railroad. This is probably from around 1931/32 when Japan got involved militarily and set up Manchukuo. Defending and retaining the railroad was an important objective.
