This is an antique Japanese military sake cup, decorated with a map of Manchukuo, a pair of flags, with the locations Mukden, Port Arthur, etc. Mukden was named "Shinkyo" which means "new capital" - the name given it after Manchukuo was established. This would date the cup to probably the 2nd half of the 1930s.
