This is an antique Japanese military sake cup, decorated with a pair of rifles over a cherry blossom, which is the typical symbol for the marksmanship award. The words are "Marksmanship Excellence Award". The words on the exterior are "59th Infantry Regiment 2nd Company". The two rifles on the cup have nice details near the muzzle - clearly the Arisaka. The cup is made of lacquered wood.
