This is an antique Japanese military dish, decorated with a pair of soldiers with their full complement of gear, next to a pair of flags, a chrysanthemum, a kiri, and a cross in the middle, probably for the red cross, indicating some relation to medics. The outer rim is a paired flags/kiri theme.
