This is an antique Japanese military sake cup, decorated with a pair of flags and the words "Victorious Return Commemoration". The back of the cup has the words "Miyagi Prefecture Welcoming Party". This is most likely a Russo-Japanese War cup, commemorating the victory at the time for returning soldiers. Lots of local governments and organizations held these celebrations and cups were made to commemorate these events.
