This is an antique Japanese military sake cup, decorated with a badge of the naval gunnery award and the words "Congratulations to Mr. Oba" and "Term Fulfillment Commemoration". Oba was probably a gunner who had, at some point, won the award. The name of the sailor gifting the cup (or possibly the shop that gave him the cup as it sounds like a shop name) is Fujiya.
