This is an antique Japanese military sake cup, decorated with a Chinese city gate getting bombed in the back, with a katana and helmet on the front. The cursive words in the center are "The Bayonet that Holds the Peace of East Asia". The words on top are "China Incident Commemoration" and under the picture "Heavy Field Artillery".
