This is an antique Japanese military sake cup, decorated on the front with a frosted surface with an insignia in the center for the Association for the Education of Military Personnel. The words on the exterior are "Enthronement Ceremony Commemoration". It's not clear if this is the Taisho or Showa enthronement. The cup is made of silver, although I'm not sure of the purity of the metal.
