This is an antique Japanese military sake cup, decorated with a bunch of cherry blossoms, a regimental color, and the words "36th Infantry Regiment Discharge Commemoration". The regimental colors are missing parts because that's the reality of the flags - they were given by the emperor and never replaced, so over time they get damaged and units take pride in their severely damaged flags as a sign of battle experience.
