This is an antique Japanese military sake cup, decorated with a star in the center and the words around it are "Expeditionary Force 2nd Division Medic Reservist 3rd Department" and the soldier's name Takeyama Hakuhei. The words on top and bottom of the star are "Victorious Return". 

Condition: Excellent - light fading of the gold
