This is an antique Japanese military sake cup, decorated with an anchor and a flag. The words are "Navy Term Fulfillment Commemoration". The cup has a scalloped shape, making it quite attractive. There was a name Nishino or something similar but was deliberately rubbed out - this is sometimes done by families selling cups from older family members to protect their name.
