This is an antique Japanese military sake cup, decorated with a pair of blown ink cherry blossoms and a star. The words are "Shandong Expedition Commemoration" with an illegible soldier name on the back. This most likely references one of three times in the 1920s when Japan sent troops to Shandong province trying to assert its rights against China, culminating in the Jinan Incident in 1928.
