This is an antique Japanese military sake cup, decroated with a red cross flag and a star, with a bunch of cherry blossoms and a poem up top about the white bandage that contrasts with the redness of one's heart. The words on the right are "Shinkyo Military Hospital". Shinkyo is the name used by Manchukuo for the now city of Changchun - it literally means "New Capital". The exterior of the cup is in the shape of a helmet with two rifles as the base and the name Kurihara.
