This is an antique Japanese military sake cup, decorated with a stylized soldier holding a flag of Manchukuo with the phrase "The tough citizen defending Mongolia and Manchuria". The words under the soldier are "20th Infantry Cadet Officer" and on the back the soldier's full name Yamada Eiji, plus the phrase "Special Wargames Participation" on the side.
