This is an antique Japanese military sake bottle, decorated with a pair of flags, an embossed wreath, and a double star of the academies. The words are "Graduation Commemoration" "Toyohashi Army Instruction Academy". This school was primarily responsible for training NCOs.

Condition: Mint. There's a spot at the top where the glaze is missing
