This is an antique Japanese military sake cup, decorated with an anchor with a Golden Kite perched on top. The words are "Victorious Return". The words on the back are "Tokoname Township Military Personnel Reward Association". Given the style of the cup, it's probably a Russo Japanese war era cup - especially with the naval connection of the anchor. Tokoname is a famous town for its pottery around the city of Nagoya.
