This is an antique Japanese military sake cup, decorated with a pair of flags. The words are "Victorious Battle Commemoration" and the soldier's full name Kawamata Seibun. Having a full name of a soldier is fairly uncommon. The exterior has a nice hand painted scene of a temple.
