This is an antique Japanese military sake cup, decorated with a flag supported by rifles, and some cherry blossoms and a half badge of the Order of Rising Sun. The words are "Japan Germany Commemoration" and "67th Infantry". This commemorates WW1 in which Japan and Germany had a brief war.
